He was reared on the family dairy farm and attended local schools. During World War II he instructed pilots from Canada, Australia, and Great Britain as an officer in the Royal Canadian Air Force. After the War, he attended Ontario Veterinary College, graduating in 1949. He moved to Kentucky with his wife and two small children to establish and operate a country farm veterinary practice in Anderson County, Kentucky. In 1963, he accepted employment with the University of Maryland where he served several years as Maryland State Veterinarian and, at his retirement, was the Deputy Secretary of the Maryland Department of Agriculture. Hugh was predeceased by his wife Verna Craig Binks in 1961, whom he married on May 29, 1943; his wife Rachel Rogers Ripy Binks in 2004; by stepsons Michael and Bruce Ripy; by brothers Carmen, Lloyd, and James and sisters Freda O'Neil, Hazel Schnekenburger, Ruth Schnekenburger, and Madeline Swain, all of Ontario. Also surviving are 45 nieces and nephews. Dr. Binks was active in a number of veterinary associations, Rotary Clubs and churches. He authored books on the History of Animal Disease Programs in Maryland and on the Binks Family Genealogy. He was an affable man, an avid reader with a sharp and inquisitive mind; he loved to garden and took up genealogy as a hobby after moving to Maine in 2003. As his request, a simple graveside took place on June 3rd, at Lawrenceburg Cemetery, Lawrenceburg, Kentucky. His daughter conducted the service. He was interred next to Verna.
